EBA Calls for Acceleration of Nine Draft Laws
The European Business Association (EBA) has urged the Verkhovna Rada to expedite the work on nine draft laws, including the postponement of the launch of "eExcise," new rules for international parcels, Ukraine's accession to SEPA, and the legalization of the virtual assets market. The escalation of shelling and issues with electricity supply are already affecting the operational activities of companies. A priority is draft law No. 15532 on postponing the launch of the "eExcise" system. It is also proposed to abolish VAT exemptions for goods in international postal shipments valued up to 150 euros (draft laws No. 15460 and No. 16051-1). The new Customs Code (draft law No. 15450) is intended to adapt Ukrainian procedures to EU rules. The EBA also calls for the adoption of draft law No. 14327-d for joining SEPA, maintaining a balance between financial monitoring and confidentiality. Among the priorities is draft law No. 15454 on improving auctions for subsoil use and draft law No. 15058-d for the agri-food sector. Draft law No. 10225-d on virtual assets will create a legal framework for operating in this market. The list is completed by draft law No. 14087 on land relations, which will eliminate legal uncertainty for companies with foreign investments.
