Russia's Oil Product Production Fell by 17.8% in August

Oil product production in Russia decreased by 17.8% year-on-year in August 2026, and compared to July, the decline was 1.9%. This marks the third consecutive month of decline in the oil refining sector, with a drop of 19.3% in July and 21.7% in June. Overall, for the first eight months, oil product output has decreased by 10.3%. The shortage at gas stations has led to price increases: gasoline prices rose by 21%, and diesel fuel prices increased by 15%. Russian authorities have implemented measures to contain the crisis, including a ban on the export of gasoline and diesel fuel, tax incentives for imported fuel, and permission to sell gasoline that does not meet current standards. Despite this, queues at gas stations persist, and by the end of August, gasoline production covered only 70% of domestic demand. According to the International Energy Agency, Russian refineries have been hit by Ukrainian drones on average once every three days, with only five out of 32 major plants avoiding attacks. On September 20, the Moscow refinery completely halted production. It is expected that production recovery will not occur until the end of the year.
