Proposal to Terminate Community Multisig Cancellation Rights

The on-chain proposal "Terminate Community Multisig Cancellation Rights" submitted by Compound community member Humpy has entered a pending state. It is proposed to terminate the community multisig's power to cancel governance proposals as guardians of the proposal on November 1, while the community multisig will still retain its role in pausing the market. Humpy pointed out that on October 22, the community multisig canceled Proposal No. 618, which involved transferring $5 million from the emergency protocol continuity fund, with the approval of 5 out of 9 signers before the vote, believing that the proposal met on-chain requirements and did not contain malicious code. Humpy believes that the community multisig has violated the original intent of this power, which is only to prevent malicious proposals, and mentioned that two signers, Arr00 and Cylon, have conflicts of interest. Previously, community member ugurmersin proposed a compromise regarding the closed Proposal No. 613, suggesting that the control of the emergency protocol continuity fund be transferred from the Compound Foundation to the community multisig.
